Custom Date Pattern in Releases List?

We are using the Releases List to reproduce what we released on which date. But we have 2 difficulties with that:

- Release Date is only Date, is it possible to use custom Date Pattern including the time?

- Release Date is not using jira time zone settings - so displaying 1 day wrong date in central european timezone.
