Custom Mail alerts for the Dev groups

Hi Team

Here is the my request.

I have four different Development groups, like Dev 1, 2,3,& 4.
So if a Ticket raised and selected dev team as Dev1, Then I need to send a notification mail to that group of Developers when a particular transition is done.
If the issue raised and selected dev team as Dev3, Then I need to send a notification mail to to that group of Developers when a particular transition is done.

Like this based on the selected team from all these four groups. the notification need to send.

Please do needful for this.
