Custom User Pickers for Jira Cloud

Hi,

I would like to install and run the Custom User Pickers addon, https://marketplace.atlassian.com/plugins/ru.mail.jira.plugins.userpickers, however it is not available the Atlassian Marketplace for JIRA though my JIRA Cloud instance's administration.

Can this addon be installed on JIRA Cloud? If so how so?

To get an addon available for Cloud, Atlassian have to commit to supporting it on Cloud.  That's a conversation between the vendor and Atlassian. 

At the last AtlasCamp, Atlassian pretty much said that "Connect" addons are the future and they probably aren't going to add any other "type 2" addons, such as this one, to the Cloud list.  So unless there's a Connect version on the way, it's very unlikely you will see this on Cloud.
