Custom app for updating JIRA

Hello, my corporation needs to implement automatic verification of existence (not content of it) of software development documentation during development process. Documentation is spread across 5 systems, we think of building ann app that will search those systems and update a backlog (or something) in Jira project whether the documenation was created or not. Can it be done?

If there is a JIRA REST API that fulfills your requirement then you can definitely update JIRA from your custom applications.
