I've created a custom field. The field is 'Repairer' - it's a simple picker that allows us to chose someone from the list of users.
So far so good. I've got admin permissions, and everything works fine for me.
However, it does not work so fine for the other people in the group. For them, the field has a little lock icon next to it, and they can't fill out the field when they're creating a ticket.
There are no special permissions in use here - there's just me who has admin permissions, and everybody else who does not. I have not done anything to the field to set its permissions (nor do I know where I would go to do this if I wanted to.)
wtf is going on? And how can I allow other people to modify this value? I haven't had this problem with other custom fields that I've created.

Based on the scenario you described, it seems that the groups of users is lacking global permission to Browse Users and Groups.
Navigate to <YOUR_JIRA_SITE/secure/admin/GlobalPermissions!default.jspa and review users/groups that need to have this permission to browse other users.
