It seems that this is a current limitation of JIRA. There has been a feature request raised to allow the Custom Field Labels to have the same capability as the System Field Labels during the bulk operation: JSWSERVER-16773. We suggest visiting the page and leave a vote to show the Developers the interest in the request. If you would like to know more about how Feature Requests are handled, you may refer to Implementation of New Features Policy

Please note that you will not be able to create a new custom field of type label when performing bulk edit, you only be able to append the value or clear the field based on the options which you select.
Add to existing: Will append the value of the label which you are providing with an already existing label value.
Clear field: Will clear the field Labels
Replace all with: Replaces the existing Labels field value with the one which you have mentioned.
Find and remove these: Will find an remove the value from the field Labels.
If you would like to create a field of type label then you need to be a JIRA administrator and create the field from the custom fields page as shown in the below screenshot. Please see the page Adding a custom field for reference.

We have an existing custom field that is Label however when doing bulk update on that custom field, I dont have an option to do these:
Clear field: Will clear the field Labels
Replace all with: Replaces the existing Labels field value with the one which you have mentioned.
Find and remove these: Will find an remove the value from the field Labels.
Could that be an known issue?
