Hello, I am asking if it is possible to create custom fields from the ticket management panel that are valid for all projects created within the organization. Following the path that I show below I can actually create valid fields for tickets but only on projects managed by the company and not on projects managed by the team.

No, this is not possible. By nature, Team-managed projects are self contained and do not share any objects with other projects. You will need to create the same field independently in the other Team-managed projects. Or create a Company-managed project where you can share fields.
