Custom fields on tests with JSON import

Hi.
I'm trying to add custom fields on the tests with JSON import and trying to add custom fields.
Is the fields need to be added test step custom fields at a project level before accepting them in JSON file?
Some test I would like to have different test step custom fields than others, and therefore it would be great if I could use the JSON import to generate those

If not, what is the best way to do this?
Create multiple test issues types and have them have the different test step custom fields?
