We are working collaboratively with a customers and we have created a dashboard so they can see the work that is currently in progress, this work is being populated from several projects within JIRA. The challenge we have is in order for the customer to have access the dashboard i need to give them permission to use the filters and also browse permission for the projects (not the best solution). Is there a way to do this without having to give the customer permission to view our project boards.

To access Jira they would need rights. There are other ways like using an app as @Leo Diaz - Deiser suggested. I have done this in the past using eazyBI as well where dashboard can be mailed to people or use other reporting tools like Power BI.
You can also try to create a dashboard in Confluence and export that to a PDF file.

With eazyBI, you can create reports and dashboards across several Projects and then share these eazyBI reports and dashboards with an access token. This way, your customers won't need access to Jira or eazyBI. For specifics, you can visit the eazyBI documentation page - https://docs.eazybi.com/eazybi/publish-reports/use-public-access-token.

I am not sure how your customers will be able to see data in a dashboard if they don't have access to the project and the issues themselves.
