Customizing JIRA field exposure

When my issue is in 'Open' status I want to keep 'Summary' field public (visible to the unauthenticated users) and the 'Reporter' field private so that only the authenticated users can see it.

as @Nic Said jira does't provide field level security, check this issue you may find workaround

Yup, Jira doesn't do field level security at all. The field-security plugin is the closest you'll get to it.
