Is there a dashboard gadget that allows me to see what each individual is working on AND provides the ability to re-organize their queue?

It depends on how your team defines how an individual "works" on an issue and how do you 're-organize' it. Suppose you wanted to see how many issues are assigned to each person, you just have to

• Create a JQL (Project = ABC and assignee = tim), save it as "Tim's Assigned Tickets" then add a "Filter Results Gadget" in your dashboard with this saved JQL. Add one gadget per JQL saved.
• Create Multiple JQLs and save all of them (like above) and you can display all of them by adding the "Favorite Filters" gadget.
• You may also use "Two Dimensional Filter statistics" , X axis for "asignee" and Y axis for "issue Type" or Status or whatever you like.
