Data migration if client ever left JIRA cloud

We are in the process of evaluating utilizing JIRA Core (cloud model) and wanted to know in the event the organization decided to move away from JIRA within the next 5+ years, could data be migrated from JIRA to another platform or extracted for use in another platform?

Does anyone know what format the data is extracted in?

Cloud backups are XML.  It's only really Jira server or Cloud that can read it usefully, but if you're willing to plough through transforming it, yes, you can.
