Is there a way to force all projects to ONLY be able to use pre-selected SCHEMAS?
We want our team to pick from 1 of 2 Schemas that we have created so everyone uses the same workflow.
Also everytime I create a project the same set of users get added to the project by default. I would like to change that as half the people arent on the project that we are creating. I cannot figure out how to configure each option.

Hey Joel,
You can't force Admins to use a particular Schema. But you can edit the default people and roles that are showing up when a project is created.
Go to Settings > System > Project Roles
There you can Manage Default Members for each project role.

Only Jira Admins can create new Classic Projects. If it is a Next-gen project, you can turn that off at the system level, too
Settings > System > Global Permissions - edit that scheme

Thanks! It sound like the only way to control what Schemas are available for Projects is to DELETE all the old ones?
The issue with that is I would have to MIGRATE all existing projects over to one of those new schemas which is difficult to say the least.
Also I would love a way to FORCE the user to have to click on "select existing schema when they create a project. is that possible?

Unfortunately, no that's not possible. I would just limit who has the ability to create projects (they must be a Jira Administrator) and I would educate them. If they don't listen, the remove their permission to create. :-)
