Default message in attachment area

Is it possible to add a default message to the file attachment area in an issue? For example below the "Drop file to attach, or browse" text.

We want to tell our users about the file limit and our data policy on Jira (e.g. don't upload personal or sensitive data etc).

I know you can do this in transition screens via a message field but I'd like to add it to the main issue screens as well.
