Default "Share With" to No One in Lieu of Organization

Looking for a way to set the default selection of "Share With" to No One in lieu of Organization in a Jira Service Project. 

I have been unable to find a setting that allows for the default to be changed. I can change the settings in Customer Notifications to not include the Organization but this is for an individual project.
