Can help me to know how much additional price for (Defect tracking and tracking Customer tickets) for Jira

In Jira Software, every user needs a license.
If you take a subscription on Jira Service Management, only agents/users who handle the tracking of customer tickets pay for a license, your customers don't.

is there any way to (Defect tracking and tracking Customer tickets) via Jira Software outside Jira service management any way without additional cost
Please provide me with any suggestions with limitations.
