Definition of events Work Started On Issue and Work Stopped On Issue

What is the definition of these system events?

This has to do with time tracking on the issue (i.e. when someone log work the first time SWOI is triggered and when remaining effort = 0 WSOI is triggered)?

Nope. They are events thrown on the post function of 'Start Progress' and 'Stop Progress' workflow actions.
