Delete Label - Can't find any more labels in Project

I'm trying to remove labels from my project. From what I've read, all I need to do is remove the labels from all issues in the project and it should no longer be displayed as an option. It appears as though I've done that (I created a quick filter (labels = label value I'm trying to remove) and no issues are displayed. But the label is still shown in the dropdown when creating an issue. Are there any bugs related to this? How else can I confirm?

 

I just realized that these 'old' labels are attached to issues that are DONE. Do I actually need to remove the labels from these as well? How do I bulk change issues that are done?

As you said yes, you have to remove label from all issues to "remove" it from the system completely. 

If you think you've done it, but it still suggests the label despite displaying zero issues with JQL search I'd suggest reindexing.

You can bulk change done issues same way you bulk change any issues - search for those you need with jql, then click "more" in top right corner and select bulk edit:

When it comes to labels, it looks like you can choose those you want to remove from issues.

Thanks. I had a lot of labels on DONE issues that I wasn't accounting for.
