Deleted users still being shown in user management and "Delete User" option still available

We imported a lot of issues from from MicroFocus ALM and while doing that we  created  dummy users while importing as a placeholder for Reporter/Assignee fields. These users now need to be deleted.

I have used Power Scripts/ SIL script to delete an user and also tried manually but the user is just made inactive and their name has a strike off in the user management.

Is that how its supposed to work or is it a defect?

Your Jira is working correctly.

Using Jira software where I imported data that contained history of users that were no longer part of my organization and JIRA created "non-existent user placeholder" profiles that had an email such as john.smith@noreplay.com.
