Deleting Users - With Issues Assigned - But Issues Are not Assigned

Trying to free up licences by deleting inactive users. When I select delete I'm told that I am unable to delete the user as they have "associations with issues". Clicking on the link to the issue associations for the user I receive the notification "No Issues match your search"

How can I delete a user if I can not find out what their " issue associations" are?

You can't free up licences by deleting inactive users.  Once you put the "inactive" flag on a user, that's when they stop counting towards the licence - you don't need to delete them.
