You and your team are the ones that decide what is appropriate based on how you view the relationship between the issues.
Does one "block" the other from being completed?
Does one "depend on" the other either for work to be started or for work to be completed?
Do you just want to indicate that there is some non-specific relationship between the two ("relates to")?
