Depending on User role or field value, have visibility for certain value in a custom field?

I need to see a limited values in the value picker for a custom field depending on the role of a user or the value of a custom field.

Is there a function for this case scenario or and add-ons?

I think you will need a plugin like Scriptrunner to get access to this level of behaviour.

Thank you for your reply.

This plugin and instruction is very helpful. Unfortunately, it applies to server only and through in depth reading, behavior is not supported in cloud product.
