×When using Jira on prem, the description panel is a section on the screen and can independently scroll. It only took up a portion of the screen so you could always see the entire panel, you always had view of the formatting bar and also the save/cancel buttons.
Now that we have moved to Jira cloud, the description on a jira item now scrolls the entire page and you loose sight of the formatting bar and you also have to scroll all the way down the bottom of the page to save your changes. For example, if you wanted to add a bullet point using the formatting bar, you would need to scroll all the way back up to the top, then all the way back down and find where you were.
When an item has a lengthy description, it is frustrating to loose site of those things and the old Jira had a much more user friendly description panel that allowed for much quicker editing.

Sorry to hear of the frustrations here. I understand that the editor used within the new issue view is scrolling out of view when you have a large description with multiple lines of text. We are tracking this particular problem over in JRACLOUD-72713.
In the meantime, if this is a company managed project (not team managed project), then you might still be able to temporarily switch back to the old issue view. If this can be done, you would see under the ... menu, at the bottom an option for "See the old view".
That old view has a different editor that does not have this particular problem. So perhaps that might help here. However for team-managed projects, there is not currently a work-around for this. I would suggest watching that ticket for updates to this.
