It seems to occur weekly where our development tools will no longer appear in Jira. We verify both the application links show as successful on Jira and BitBucket. All users and projects have the correct permissions.

If this is an issue with JIRA Cloud. Please make sure to check the Atlassian Cloud IP ranges and domains and ensure all of the IP addresses are whitelisted for access if you're running a server based Bitbucket instance.
The outbound proxy IP’s have changed please ensure these are whitelisted

Also, can you ensure that your application is either using an HTTP protocol (on port 80) or HTTPS protocol (on port 443) or ports 8443, 7990, 8090. as other ports are not supported and considered a Restricted Function in Atlassian Cloud.
Please note this only applies to JIRA Cloud instances.
