Difference between API shown users and Admin UI managed accounts

Hi there!
We are managing our users by API. I just tried to clean up dead entries and stuff to be clean between API and UI.
But now I found out, that the list from API and the list under "Managed accounts" do not match.
I find users in the API which have been deleted month or even years ago (Filter for the API is
AccountType "atlassian", EmailAddress like our domain, display name not "Former User")
And on the other side I have users in the Admin UI, which i don't find in the API.
So what should or can I do, to make both lists match?
If I try to delete users found in the API through the API, I get "Can't be deleted because the user has issues assigned".
But in the Admin UI I don't find these users to delete them there.
And due to the limitations of the API for cloud, I can't change the users Display Name to "Former user" (the is no rest for "change user").
If I enter the AccountId of the missing users manually in the browser, I get a "User data could not be loaded".
What the heck!

And if you would like to tell me "Users should not be deleted, only deactivated", please read the guidelines of the european GDPR, which tells you that you are not allowed to store personal data of a former employee like Name, Email-Address, profile picture and that stuff.
