Difference between "work item type label" and "labels" fields?

I have noticed that the field "work item type label" appears (already checked in configuration settings), when you first enter a project, but does not appear (unchecked) when creating issues after that.

I had not used that field before so just wanted to check what the difference was between that field and the "Labels" field, or is it just another type of Labels field? And why does it only appear initially, but not when creating other issues? 

I ask mainly because it has caused some confusion when creating issues because it had not come up before so was being looked at as the "labels" field, which it obviously is not.
