Disable adding new components from issue view?

On JIRA 6.3, is it possible to disable adding new components in the issue view? I want it to go back to the old way where you can only add new components (and versions) in the Administer project page.

This option shows up for user which are part of the Administer Projects settings inside the project's Notification Scheme.

Remove non-admin user from that setting and they won't have this option.

I have the same requirement except that I can't remove the users from Administrator.

It is because the users need to admin to be able to start sprints...etc.

Is there a way to do this with behaviours? or adding some javascript to the announcement banners?
