Are you using Jira Server or Jira Data Center? What version of the product are you using?
Exactly what do you mean by "disable"? Do you mean you don't want anybody to be able to see the issues in the project?
If you want to prevent people from seeing the issues in the project, or just prevent them from editing or adding issues to the project, you will need to change the Permission Scheme. If the project currently shares its Permission Scheme with other projects, then you will have to make a new Permissions Scheme with the changes you need and assign that Permission Scheme to the project. If you want to "enable" the project again later, you would need to associate the original Permissions Scheme with the project again.

Yes, I don't want anybody to be able to create or see issue also to disable user from accessing the project
Like Jira service manager project from Customer permissions

As I mentioned in my original reply, to prevent users from accessing a Software project you need to have a Permission Scheme associated to the project that does not allow users permissions for that project. I would advise you to retain permissions for Jira Administrators to interact with the project while remove the permissions for all other groups/users.
I advise you to make a new Permission Scheme where only Jira Administrators have permissions, and associate that scheme with the project. Make note of which Permission Scheme was originally associated to that project so that you can re-associate that scheme to it later when you want to re-enable the project.
