It looks like a fairly recent change in JIRA (6 maybe?) allows users to create components on the fly when entering bugs. How do I make this functionality go away? We have reports/stats that highly depend on known components and if users are able to create their own, I see the wild west coming. Thanks!
I tried this on my 6.2 hosted instance and users out of admin's role cant create components. The inline field editor accept a typed text but refuses to create a issue with an unknown component. Are you sure that this user doesnt have admin permissions?

Your normal users can NOT create components on the fly.
However, anyone with project administration rights are offered the option because Project admins have the right to add/delete/edit components.
