Do Jira instances in the Atlassian Government Cloud environment use the same API endpoints as Cloud?

Do Jira instances in the Atlassian Government Cloud environment use the same API endpoints as instances in the regular Cloud environment? And if so:

• Are the OAuth 2.0 flows identical (same scopes, same token format, same refresh mechanisms)?
• Are the base URLs the only difference (e.g., *.atlassian-gov.net vs *.atlassian.net), or are there endpoint path differences as well?
• Can we expect that to be the case going forward? Will Atlassian Government Cloud Jira instances' REST API maintain parity with regular Cloud?
• Does Atlassian Government Cloud offer both v2 and v3 endpoints?
• Do Government Cloud instances use the same CloudId (i.e. instance id) format as regular Cloud instances?
• Are webhooks supported in Government Cloud?
• Are there any rate limiting differences or additional security considerations for Gov Cloud API usage?
• Is there any other nuance or difference I'd need to know if I was going to use the REST API, or can I simply refer to the regular Cloud's REST API documentation?

Thank you. Will a recording of this webinar be published in case I cannot make it? I've had trouble finding answers to my questions about the gov cloud API in documentation, so if you could point me to anything there, it'd be much appreciated.

Also, is Atlassian Gov Cloud an option for Jira users in Europe? I noticed that the authorization url for OAuth 2.0 (3LO) for an app would be like https://auth.atlassian-us-gov-mod.com and I thought the us part might indicate it's not an option in Europe. There's also language in the documentation you linked like "To provide even more opportunities for U.S. government customers...".
