Do spike issue types count towards velocity?

Do spike issue types count towards velocity ? Are they included in a burndown if they are assigned to a sprint?

The answer is "it depends".

Burndowns are based on sprints, but your sprints are a function of your sprint-board settings - specifically, what is in the filter-query that powers your board (meaning it will only 'see' the tickets your filter query sees).

The burndown report is visualized based on the metric you've selected in the report settings (see screenshot)- so it all comes down to how you've set up your board, sprints, and estimation type on that board.

This thread from Nic is essentially the same question.  Issue type doesn't really matter, this is a more philosophical question than it seems.  "Do you want it to?" is the question you need to ask, then you make Jira do the thing you need.
