I was able to sort the custom statuses in the admin portal to meet my needs, but the end users are still seeing them in their view sorted first by category and then alphabetically (i.e., even though I set UNDER REVIEW to occur before QA IN PROGRESS, they still see them the other way around). Is this a known issue or am I doing something incorrectly?

The statuses are order by category, but you can also set alphabetically.
This configuration is set on Jira Settings > Issues > Statuses.
Then you can use the arrows to order the status as desired:
This configuration will be applied to everyone, so when you change it, it will also be applied to users.
