Hi @Vara Prasad for JSM there is a template Automation that can be used to notify customers of outstanding open issues. I'm sure it is possible that it could have been modified for your purposes. There is also a Automation Template Library with several possible templates that could have been used.
The default I'm thinking of is called "Resolve issues due to inactivity" and it's looking for issues over 5 days old. I'm not sure if that's what you're looking for. Someone could have modified that template for your purposes.
If that's not, could we get a few more details regarding your request.
If you are the System Administrator, you can go into your Project Settings and choose 'Automation' from the Left menu and see what Automations are setup in your project.
I would agree with @Marc - Devoteam that having a filter, or if you are also using Confluence, you could publish a list somehow.

What is your requirement an automation rule that email these issues?
Simpler and better is to create a filter to get these issues and use a filter gadget on a dashboard to display these issues.
If this is for stakeholders or management, get them into Jira.
Don't email information that can be show in the system, best practice. This will get them involved and not on a distance waiting for an email which they will read or not.
