I am trying to setup a test Jira server, is it possible to connect to PostgreSQL 9.6 version. If not possible please suggest a way to connect to the DB.

I was able to connect PostgreSQL 9.6 to Jira 6.3.13 and it was successful and we are now trying to test all the conditions before trying out in production environment.
I would like to share what I did to connect, I replaced a postgresql driver in lib folder(Installation directory) with a version which was available in Jira 7.13.2 version. Make sure to start and stop the jira server to get connection between them or else it doesn't work.

About DBMS, JIRA 6.3 supports PostgreSQL 9.0/9.1/9.2/9.3.

So there no way we can connect to PostgreSQL 9.6 . Because we have done a migration from Oracle 12 C to PostgreSQL 9.6. And we are upgrading Jira from 6.3.13 to 7.13.2 which is now currently using Oracle 12 C. We are also moving Jira to AWS.
Any suggestions on how we can approach to this migration and upgrade

you should be able to perform this change using a backup xml of your instance.
