Why do you think you need to know?  Jira Cloud is software as a service, and you have no access to its code or back end, so the information about libraries and versions it is using is of no use to you at all.

SecurityWeek asserts "Apache OfBiz is leveraged by several ERP and other types of projects, including the widely used Atlassian Jira issue tracking and project management software." 

Critical Apache OFBiz Vulnerability in Attacker Crosshairs - SecurityWeek

It's not clear whether this assertion is actually true or not - we're still waiting for an official announcement from Atlassian on this topic.
