Does a user with no product access charge any cost on Jira or Plugin like Tempo?

I haver users that has no product access (no licenses) will they increase the number of users (of 10 that is in the Free Tier) or any other cost in any plugin?

No they shouldn’t.

Product access means user don’t use the said add-on
