we are pllaning to upgrade our jira from versio 7.13 to version 8.13 , do we need to update tomcat as well or will it auto update the tomcat at the time of upgrade.
Please check if there are any modified files in Server and record the changes that you have done to those files. Then once the upgrade is completed you would need to change the files back again.
Once that is done we have to download the file and an upgrade, that's it. The upgrade process will take of the rest. Please follow the documentation for Upgrading Jira

I suggest upgrading Jira in two hops via LTS versions.

Yes, tomcat is bundled in the installer and an upgrade of jira will upgrade tomcat. Cheers!
