This might be a stupid question but does archiving projects on Jira Cloud free up space?
Also is there a way to see which projects are using up the most storage? Or even which issues/attachments within them are biggest?

No, it doesn't because the project data and attachments of an archived remain stored for whenever a project is restored.
I'm not aware of checking the attachment size per project natively in Jira, but there are paid third-party app available on the Atlassian Marketplace that allow you to display the Attachments size per issue or project.
