Does inactive Jira users absorbed or contribute to license count?

I am looking to clean up my enironment by deleting inactive users therefore my question is Does inactive Jira users absorbed or contribute to license count?

Only users with product access use a license. If the user isn't in any groups that grant product access, the user doesn't count towards the limit.

Inactive users don't count towards your license count. Deleting them will mess up your Jira history, so don't do that.
