Does the 10 member limit for a free version covers all project or just one project?

Greetings,

Is the free version of Jira that allows 10 users for free covers per project or is it accumulated on all the projects?

If Project A has five members and Project B has six members then will it still be a free version or is this already a paid one because the total members in Jira are 11 but they are separated from each project?

The only limit is active number of users.  Number of projects, issues, issue types etc - all unlimited for your 10 users.

10 total users in the instance. Number of projects doesn't matter.
