Does the Time In Status number of licenses need to match your user base?

Hello, we have a data centre instance where we have 2000 user licenses.

we have balsamiq wireframes installed where we have 50 licenses, I.e it doesn’t NEED to match our 2000 

I was wondering if Time in Status is the same? I.e would we get away with only buying 50 and that being ok or do we NEED to match our 2000.

Yes. All add on apps are set to the # of Jira users

Ah okay so I would need 2000. So how come with balsamiq wireframes we managed to do 50?
