I doubt that it does, because by default you shouldn't have story points on a sub-task. In our Jira version, the sub-task type is the standard Jira one and the Story point field doesn't show.
If you have sub-tasks with story points, are you expecting (seeing) that they total automatically on the parent?

Points have been manually added at both story and sub task level.
This is not automatic (we all wish they were automatically consolidated at parent tasks but they are not)
i want to know if the standard burndown chart includes both story level points and sub task points thereby double counting.
I suspect it does double count but would like Atlassian to confirm. We will be removing the points from sub task level.

If you have points showing in sub-tasks as well as the parent, then it would make sense that they're being double counted. Jira doesn't expect anyone to put story points on a sub-task, so the burndown probably just adds up all the story points of every issue in the sprint.
