I have found my done issues but not all admins can see these, to get them I go onto Filters then it shows up Done issues, however my colleague does the same but the option to view done issues is on there, anyone know how they can turn this on or make it show. Please see below both our views:

Can it be that you created the filter yourself, and it's not shared with others? Or did your colleague ever try to look at all the available filters to find this one ("View all filters")?
In general, I suggest having a look at Manage Filters in the documentation to get a better understand of how filters can be managed and shared. :)
