There are multiple ways the Resolution field could be set. Some of them depend on your environment and the project architecture you are using.
Are you working in Jira Cloud of Jira Server/DC? If your Jira URL looks similar to the following, then you are using Jira Cloud.
https://<something>.atlassian.net
Otherwise you are using Jira Server or Jira Data Center.
Are the issues in a Jira Core/Business/Work Management project, a Jira Software project, or a Jira Service Management project?
If you are working in Jira Cloud, in addition to that last question, is the project a Company Managed project or a Team Managed project?
