Drag & Drop doesn't work on all platforms

I've been checking with a number of users here and we have a rather intermittent functionality on the Drag & Drop feature of attaching documents to the issues.

I have a Chrome on Mac that works.

I have a Firefox on Mac that doesn't work.

I have many, many Chrome and Firefox on Windows that does not work.
