Drag & drop available in sub-tasks panel only

Drag & drop available in sub-tasks panel only

On trying to drag & drop issues in a panel, we are able to drag and place it at a different position under "sub-tasks" panel but not in "issues in feature" panel. The "issues in feature" panel provides the option to "rank to top/bottom" but not the option to dragging issues anywhere. Can this be made available/enabled within the tool?
