Drop down menu on last comment won't show all the options and won't scroll

Until 2019 I was working at Comscore with Jira Software and this already caused me quite some headaches. Today I stumbled upon the issue again on my new job and on our new Jira Servicedesk install.

When I add a comment many times the bottom status bar dissapears (I am talking about the one that contains the version and the "report a problem" link, etc). When I then want to use the style dropdown the last options are not displayed, the rop down does not scroll and neither does the page.

I usually write directly in markdown, but when I use the WYSIWYG mode it annoys the heck out of me.

The obvious solution would be to either make the bottom bar fixed, add some extra white space at the end of the page so that it could be scrolled or add a scrollbar to the menu.
