We use JIRA to track and review our various documents. (Engineering drawings, test plans, training documents, etc...)

For your use-case, I would configure JIRA like this:
- The Assignee of the issue would be the person that will write the documentation, so this information would be clear for the reviewer
- The due date of the issue would be configured with the final date to send the document for reviewing
- If the name of the reviewer is relevant, I would configure a user-picker custom field to add his name to the ticket (name = Reviewer) and another Date picker custom field to add the due date of the reviewing (name = Reviewer Due Date)
- Would create a workflow status Peer Review, that should be executed when the person has finished the document and would change the responsibility of the ticket to the Reviewer. Possibly, I would configure the Reviewer and Reviewer Due Date field in the next transition
- Configure a status Back from Review so the person can dd the proper corrections (if necessary) and send it back to review
- Finally, I would create a third due date (Date picker custom field) to add the date the document should be complete (If necessary).
