Due to strict NDA obligations, it is essential for us to restrict visibility of certain issues exclusively to designated users. We require that only those users explicitly granted access can view these issues, and this restriction must apply regardless of user roles, including project administrators.
Could you please advise on the steps or configurations necessary to enable this level of issue-level visibility control within the DTATLAS and ATLASNATIV projects?

Your answer my be in the Security Scheme associated to you project. You don't hear much about it, but I used to use it heavily in the early days of Jira. Here is a copy/paste from my Admin Settings page. hope this helps:
Work item security schemes allow you to control who can and cannot view work items. They consist of a number of security levels which can have users/groups assigned to them.
When creating and editing a work item you can specify a level of security for it. This ensures only users who are assigned to this security level may view the work item.
