Thanks for reaching out, and looking at the behavior you are seeing it looks like there is more than likely a default value set in the description or the description field or a script launching in the background to pre-populate the system description field with a pre-set value.
If its a custom description field the following thread describes where this would be set up:
If it's the default Description Field check for any javascript added to the Announcement banner or in the description of the field 'description' in the field configuration for the project.
If there is no javascript in these locations, it could also be an add-on like Scriptrunner which could be adding in the custom value and altering the behavior on a trigger even, so check your add-ons for any that alter the application behavior, or you could transition the application int add-on safe mode do disable all add-ons temporarily to test for an add-on.
